Peekskill, N.Y., Code of Ordinances ch. 332 § 332-30
Amendments
Operative Text
From time to time, on its own motion or on petition the Common Council may, after public hearing, amend, supplement or repeal the provision of this chapter or of the rules and regulations adopted by the enforcement officer pursuant to this chapter.
Section 332-30 of Peekskill's rent regulations establishes that the Common Council holds the authority to change the rules governing this chapter—whether by adding to, modifying, or eliminating provisions—either on its own initiative or in response to a formal petition. Any such change must be preceded by a public hearing, giving community members an opportunity to weigh in before amendments take effect. This applies both to the ordinance text itself and to any administrative rules adopted by the enforcement officer under this chapter.

Under § 332-30, the regulatory framework that governs rental operations in Peekskill is subject to change through a formal legislative process. Property owners and managers generally stay informed about scheduled Common Council public hearings that could affect Chapter 332, since amendments may alter compliance obligations. Participating in the public hearing process is one way operators can provide input before any changes to the rules or enforcement officer regulations are finalized.

Section 332-30 means that the protections and procedures in Peekskill's Chapter 332 can be expanded, narrowed, or repealed by the Common Council over time. Tenants have the right to participate in the required public hearings before any such amendments are adopted, and petitions can also prompt the Council to consider changes. Tenant-rights organizations in Westchester County can be a resource for tracking proposed amendments and understanding how changes to § 332-30's framework might affect existing rights.
