Section 319-16 gives tenants and community members a formal avenue to seek changes to Port Jervis's rental housing regulations by petitioning the Common Council. Because a public hearing is required before any amendment can be adopted, tenants have an opportunity to provide input before new rules take effect. Tenant-rights organizations familiar with local Port Jervis governance can help residents understand how to engage with the Planning Commission review process or the Common Council during the 45-day advisory period.
