For Property Managers

Under ch. 319 § 319-19, property owners or managers who receive an adverse determination from the enforcement officer have a defined path to contest that decision through the Board. Compliant operators generally act promptly to obtain the official appeal forms from the Board, submit a written appeal to the enforcement officer within the Board's specified deadline, and ensure the record transmitted to the Board accurately reflects the circumstances of the original determination. Tracking the Board's current rules of procedure for appeal deadlines is a routine part of managing compliance under Port Jervis housing regulations.

To pursue an appeal, a person generally obtains the written appeal forms provided by the Board and submits them to the enforcement officer within the time period specified in the Board's rules of procedure. Tenants who believe an enforcement decision has affected their housing situation may also wish to consult a local tenant-rights organization for general guidance on navigating the appeal process.
