Plain English — not legal advice.
Under ch. 430 § 430-4, property owners who are corporations or who live outside Port Jervis generally maintain a current filing with the Building Department that includes the name, address, and telephone number of a locally residing authorized agent. Compliant operators update that filing and post a new identification sign within 10 days any time ownership, the managing agent, or the oil supplier changes. Keeping these records current and accurate helps ensure that legal notices and official communications can reach the appropriate party without delay.

Ch. 430 § 430-4 gives tenants a basis for knowing who is legally responsible for their building and who can be served with official notices on the owner's behalf. If a landlord appears to lack a locally registered agent or has failed to update the Building Department after a change in ownership or management, tenants may raise that non-compliance with the Port Jervis Building Department or consult a tenant-rights organization to understand what options may be available. Keeping records of any ownership or management changes communicated to you can be useful context when navigating questions about who is responsible for your building.
