Section 12-116 of the Poughkeepsie Code of Ordinances requires that every dwelling, dwelling unit, and rooming house be equipped with a functioning hot water system connected to all relevant plumbing fixtures. The water-heating equipment must be installed in compliance with city regulations, properly maintained, and capable of consistently delivering water at a minimum temperature of 120°F at every hot-water outlet. The provision also specifies that the system must supply adequate hot water throughout the building and be configured so that used hot water cannot re-enter the supply system.

Under § 12-116, property owners and managers are generally expected to ensure that water-heating equipment is installed according to Poughkeepsie's applicable city regulations and kept in proper working order at all times. Compliant operators routinely verify that every hot-water outlet in each dwelling, dwelling unit, and rooming house can deliver water at a sustained minimum of 120°F, and that the system is designed to prevent hot water from being reintroduced into the supply. Routine maintenance records and periodic inspections of water-heating equipment are practices commonly associated with ongoing compliance with this provision.
