Under § 12-132, property owners and managers are generally expected to ensure that all plumbing components—waterlines, fixtures, and drains—are correctly installed and consistently maintained in working order throughout their residential properties. Compliant operators typically conduct routine inspections to catch deteriorating or malfunctioning plumbing before it becomes a violation, and they engage licensed plumbers to perform repairs and installations in accordance with Poughkeepsie's plumbing regulations. Keeping records of maintenance work and permits can help demonstrate ongoing compliance with this provision.

Section 12-132 establishes a right for occupants of residential structures to have functional, properly maintained plumbing—including waterlines, fixtures, and drains—throughout their tenancy. If plumbing in a rental unit is broken, improperly installed, or not maintained in working order, tenants may have grounds to report the condition to Poughkeepsie's code enforcement office, which can inspect and cite the property for violations. Tenant-rights organizations in the area can help residents understand the range of options available, such as raising a code violation as a defense in housing proceedings or pursuing other remedies under local law.
