Rensselaer, N.Y., Code of Ordinances ch. 121 § 121-25
Fuel gas
Operative Text
A. General requirements. (1) Fuel gas piping systems shall be installed and maintained so as to remain gastight, safe and operative under conditions of use. (2) Fuel gas piping systems shall provide a supply of gas sufficient to meet the maximum expected demand of the installed gas-burning appliances connected thereto. B. Shutoff valves. (1) Gas piping systems shall have at least one accessible means for shutting off all gas supply, and such means shall be maintained in good operating condition. (2) An easily accessible shutoff valve or cock shall be provided in the piping in close proximity to and ahead of every outlet for gas appliances. C. Service equipment for gas supplied from utility mains. Gas services, gas meters and gas pressure regulators shall be located so that they are protected from damage. D. Gas refrigerators and ranges. Gas refrigerators and ranges shall be installed with clearance for ventilation and shall be maintained in good operating condition. E. High-pressure gas. Any service connection supplying gas at a pressure in excess of one pound per square inch gauge shall be provided with a device to reduce such pressure to not more than 1/2 pound per square inch gauge prior to entering the meter, except where such service supplies equipment using gas at high pressures. F. Liquefied petroleum gas. (1) Undiluted liquefied petroleum gas in liquid form shall not be conveyed through piping equipment and systems in buildings. (2) Liquefied petroleum gas shall not be vaporized by devices utilizing open flame or open electrical coil. (3) Where two or more containers are installed, connection shall be arranged so that containers can be replaced without shutting off the flow of gas to equipment. (4) Containers shall be designed, stored and located so as not be a hazard to the premises served or to the surrounding property. (5) Systems shall be provided with safety devices to relieve excessive pressures and shall be arranged so that the discharge terminates at a safe location. (6) Systems shall have at least one accessible means for shutting off the gas. Such means shall be located outside the building and shall be maintained in good operating condition.
Section 121-25 of Rensselaer's Code of Ordinances establishes comprehensive safety standards for fuel gas systems in buildings, covering everything from piping integrity and shutoff valves to liquefied petroleum gas (LPG) handling. The rule requires that gas piping remain gastight and capable of meeting appliance demand, that accessible shutoff valves be present and functional, and that meters and regulators be protected from damage. Special provisions address high-pressure gas connections, requiring pressure reduction before the meter, and LPG systems, which must include safety relief devices, exterior shutoffs, and proper container storage to prevent hazards to surrounding property.
Plain English — not legal advice.
Property owners and managers subject to § 121-25 generally ensure that all fuel gas piping is regularly inspected and maintained in a gastight, operational condition, with individual shutoff valves installed close to each gas appliance outlet. Compliant operators keep gas meters, regulators, and service equipment in protected locations and verify that high-pressure connections include the required pressure-reducing devices. For properties using liquefied petroleum gas, operators typically confirm that containers are safely stored, that multi-container setups allow replacement without interrupting gas flow, that pressure-relief devices are in place, and that an accessible exterior shutoff valve is maintained in good working order as required by § 121-25(F).

Under § 121-25, tenants have a right to gas systems that are safe, gastight, and equipped with accessible shutoff valves near each appliance—conditions that landlords are obligated to maintain. If a tenant observes signs of a gas leak, a missing or inoperable shutoff valve, improperly stored LPG containers, or other apparent violations of § 121-25, those conditions may be reportable to the local code enforcement or housing authority in Rensselaer. Tenants can also consult a tenant-rights organization to understand how documented code violations might be raised in housing proceedings or used to prompt corrective action from a landlord.
