Rensselaer, N.Y., Code of Ordinances ch. 121 § 121-37
Buildings and structures
Operative Text
A. Exterior wood surfaces of buildings and structures that are not inherently resistant to deterioration shall be periodically treated with a protective coating of paint or other suitable preservative. B. Floors, walls, ceilings, porches, stairways, furnishings and fixtures of residential buildings shall be maintained in safe, clean and sanitary condition. C. Accessory structures shall be maintained so as to be free of conditions detrimental to safety or health.
Section 121-37 of Rensselaer's Code of Ordinances establishes baseline maintenance standards for residential buildings and their accessory structures. Exterior wood surfaces that are not naturally rot-resistant must be kept protected with paint or another suitable preservative. Interior elements—including floors, walls, ceilings, porches, stairways, furnishings, and fixtures—must be kept safe, clean, and sanitary, and any outbuildings or accessory structures must be free of conditions that threaten health or safety.
Plain English — not legal advice.
Under § 121-37, compliant property operators in Rensselaer routinely inspect exterior wood surfaces and apply paint or preservative coatings before deterioration sets in. They also maintain interior surfaces, stairways, porches, furnishings, and fixtures in safe, clean, and sanitary condition throughout the tenancy. Accessory structures such as garages or sheds are kept free of hazards that could affect tenant health or safety, and records of maintenance activity can help demonstrate ongoing compliance.

Section 121-37 gives Rensselaer tenants a basis to expect that their building's exterior wood surfaces, interior floors, walls, ceilings, stairways, and fixtures are properly maintained, and that any accessory structures on the property are free of health or safety hazards. If conditions fall short of these standards—such as peeling exterior paint, deteriorating stairways, or a dilapidated outbuilding—tenants may consider documenting the conditions in writing and notifying the landlord. General enforcement paths can include filing a complaint with the local code enforcement office or consulting a tenant-rights organization familiar with Rensselaer's housing code.
