Operative Text
A. Installations, alteration and repairs to mobile homes and mobile home courts, and materials, assemblies and equipment utilized in connection therewith, shall be reasonably safe to persons and property and shall comply with applicable statutes of the State of New York and orders, rules and regulations issued by authority thereof. B. Except as otherwise provided in this Part 2 , conformity of installations, alterations and repairs of mobile home court buildings and their accessory structures and of materials, assemblies and equipment utilized in connection with such buildings and structures with the applicable requirements of the New York State Uniform Fire Prevention and Building Code shall be prima facie evidence that such work, material, assembly or equipment is reasonably safe to persons and property.
Rensselaer, N.Y., Code of Ordinances ch. 121 § 121-45 establishes that all installation, alteration, and repair work at mobile homes and mobile home courts must be reasonably safe and must comply with applicable New York State law. When work on mobile home court buildings and their accessory structures conforms to the New York State Uniform Fire Prevention and Building Code, that conformity serves as prima facie evidence that the work meets the safety standard. The provision covers not just the work itself but also the materials, assemblies, and equipment used in connection with it.
Plain English — not legal advice.
Operators of mobile home courts subject to § 121-45 generally ensure that any installation, alteration, or repair work—and all associated materials and equipment—meets New York State statutory requirements and relevant state agency rules. Maintaining documented compliance with the New York State Uniform Fire Prevention and Building Code is a practical benchmark, since that conformity constitutes prima facie evidence of reasonable safety under this section. Keeping records of permits, inspections, and code-compliant materials can help demonstrate that work performed at the court meets the standard the ordinance requires.

Under § 121-45, residents of mobile home courts in Rensselaer have an interest in knowing that any construction, alteration, or repair work carried out at their community is required to be reasonably safe and to comply with New York State law, including the Uniform Fire Prevention and Building Code. If a tenant believes that work or materials at their mobile home court fall short of these standards, they may consider documenting the conditions and reaching out to the City of Rensselaer's code enforcement office or a local tenant-rights organization to understand available options. Consulting with a housing attorney or tenant advocacy group familiar with New York mobile home park regulations can help clarify what remedies or complaint processes may apply.
