Plain English — not legal advice.
Under § 108-46, the Department of Buildings—led by the Building Inspector—is the primary authority overseeing housing standard compliance in Rye, N.Y. Operators who maintain properties in accordance with applicable housing standards and cooperate with department surveys and inspections generally demonstrate the kind of compliance the provision is designed to secure. Being aware that the department can conduct area-wide surveys at any time helps property managers stay proactive about maintenance, record-keeping, and addressing conditions such as deterioration or sanitation concerns before they become formal violations.
