Schenectady, N.Y., Code of Ordinances ch. 167 § 167-30
Unlawful accumulations and storage
Operative Text
It shall be prohibited: A. To accumulate or store on residential premises, except in approved locations, any highly flammable or explosive matter, such as paints, volatile oils, cleaning fluids and similar materials or any combustible refuse liable to spontaneous combustion, such as wastepaper, boxes, rags, or similar materials. B. To accumulate or store materials on fire escapes or stairs, in stairways or passageways, at doors or windows or in any other locations where, in the event of fire, such materials may obstruct egress of occupants or interfere with fire-fighting operations.
Schenectady, N.Y., Code of Ordinances ch. 167 § 167-30 prohibits the storage of highly flammable or explosive materials—such as paints, volatile oils, and cleaning fluids—on residential premises except in designated approved locations. It also bars placing any materials on fire escapes, stairways, passageways, doorways, or windows where they could block residents from exiting or hinder firefighting efforts in an emergency. The rule applies to all residential premises and covers both the type of material stored and where any material is stored.
Plain English — not legal advice.
Under § 167-30, compliant residential property operators generally designate and maintain approved storage areas for flammable or explosive substances and ensure those areas are clearly communicated to occupants. Operators routinely inspect fire escapes, stairways, passageways, and exit points to confirm they remain clear of any stored materials at all times. Keeping records of storage-area designations and conducting periodic walkthroughs are practices commonly associated with ongoing compliance with this provision.

Section 167-30 establishes that tenants have a right to residential premises where egress routes—including fire escapes, stairways, and passageways—are kept free of obstructions, and where flammable materials are stored only in approved locations. If a tenant observes conditions that appear to violate this provision, general enforcement paths include reporting the concern to the City of Schenectady's code enforcement or housing inspection office. Tenant-rights organizations familiar with local Schenectady ordinances can help residents understand what options may be available to them.
