(a) The schedule of fines and penalties shall be as provided for as civil penalties in the Property Conservation Code of the city of Syracuse for actions brought to the bureau. No person may be sentenced by an administrative law judge to a term of imprisonment upon being found guilty of any charge.
(b) Additional penalties. Plain English

Syracuse Rev. Gen. Ord. ch. 27, art. 13 § 27-193 establishes that civil penalties for housing violations are set by the city's Property Conservation Code, and those penalties are doubled if a violation remains unresolved 30 days after the notice of violation ticket is served—though the doubled amount can never exceed the maximum penalty allowed under that Code. Administrative law judges handling these cases are explicitly prohibited from imposing any jail or prison sentence. The provision applies to actions brought before the bureau, meaning enforcement is handled through an administrative rather than criminal process.

For Property Managers

Under Syracuse Rev. Gen. Ord. ch. 27, art. 13 § 27-193, property owners and managers who receive a notice of violation ticket generally act promptly to resolve the cited condition, because the original civil penalty automatically doubles if the violation is not addressed within 30 days of completed service. Compliant operators typically track the service date of any notice and document corrective actions taken before that 30-day window closes. Staying current with the penalty schedule in the Property Conservation Code of the City of Syracuse helps operators understand the financial exposure associated with any given violation.

For Tenants

Syracuse Rev. Gen. Ord. ch. 27, art. 13 § 27-193 provides tenants with context about how landlord violations are penalized: civil fines can double if a landlord fails to act within 30 days of receiving a notice of violation ticket, which may create additional pressure on property owners to correct problems. Because enforcement runs through an administrative bureau rather than a criminal court, tenants who believe a violation exists may consider filing a complaint with the appropriate city bureau to trigger this process. Tenant-rights organizations in Syracuse can help residents understand how the Property Conservation Code's penalty structure may apply to conditions in their housing.
