(a) The director shall make final findings of fact and a final determination or order. All findings of fact, decisions, determinations and orders shall be written and rendered in an expeditious manner.
(b) A final determination or order of the board imposing a civil penalty shall constitute a judgment and a record showing payment or nonpayment of penalties. Plain English

Under Syracuse Rev. Gen. Ord. ch. 27, art. 13 § 27-195, the director must issue written findings of fact and a final determination or order in a timely manner. Civil penalty orders carry the force of a court judgment and can be filed with the city court clerk or the Onondaga County Clerk's Office. Unpaid judgments tied to a property violation automatically become a lien on that property, and if a penalty exceeds local court jurisdictional limits, the municipality may pursue collection in a court of competent jurisdiction.

For Property Managers

Operators subject to proceedings under Syracuse Rev. Gen. Ord. ch. 27, art. 13 § 27-195 should be aware that any civil penalty order issued by the director functions as a legal judgment that can be recorded with the city court or Onondaga County Clerk's Office. Compliant operators generally resolve assessed penalties promptly, because unpaid amounts can become a lien on the subject property. Keeping records of all payments and correspondence related to any enforcement action helps demonstrate timely compliance if questions arise later.

For Tenants

Syracuse Rev. Gen. Ord. ch. 27, art. 13 § 27-195 establishes that final decisions and orders in enforcement proceedings must be written and issued in an expeditious manner, giving affected parties a clear, documented record of any findings against a property owner. Tenants can request or review filed judgment records at the city court clerk's office or the Onondaga County Clerk's Office to understand whether a landlord has outstanding unpaid penalties tied to their property. Tenant-rights organizations in the Syracuse area can help residents understand how these enforcement records may be relevant to housing conditions or other concerns.
