Syracuse Rev. Gen. Ord. ch. 27, art. 3 § 27-25 establishes minimum physical standards for public assembly and common spaces in buildings. Assembly areas must meet specific ceiling height requirements—at least seven feet six inches for gatherings under 100 people, and at least nine feet for larger gatherings. All public spaces must have electric lighting, stairways and passageways must be lit at all times for safe passage, and ventilation must be provided either naturally or through mechanical systems.

Under Syracuse Rev. Gen. Ord. ch. 27, art. 3 § 27-25, compliant property operators ensure that assembly spaces meet the applicable ceiling height thresholds based on expected occupancy, and that all public areas are equipped with functioning electric lighting. Stairways, passageways, and public stairs are kept continuously lit to allow safe movement at any hour, consistent with the cross-referenced requirements of section 27-57(b). Ventilation in public spaces is maintained through either natural means meeting habitable-space standards or an approved mechanical system.

Syracuse Rev. Gen. Ord. ch. 27, art. 3 § 27-25 gives occupants and users of a building the benefit of minimum standards for ceiling height, lighting, and ventilation in shared and public spaces. If stairways are unlit, assembly areas appear to fall short of height requirements, or ventilation is inadequate, these conditions may constitute code violations that can be reported to the relevant Syracuse code enforcement authority.
