Under Syracuse Rev. Gen. Ord. ch. 27, art. 7 § 27-75, compliant property operators generally maintain exterior areas free of hazardous organic and inorganic debris, provide regulation waste containers for all units, and ensure that no garbage or rubbish accumulates in shared interior spaces such as halls or stairways. Operators also coordinate solid waste set-out schedules and methods to align with the requirements of section 14-18 of the city's health and sanitation ordinance. Keeping documentation of waste management practices and container maintenance can support a showing of ongoing compliance.

Syracuse Rev. Gen. Ord. ch. 27, art. 7 § 27-75 gives tenants a basis to expect that their building's exterior areas are kept hazard-free, that proper waste containers are provided, and that common areas like hallways and stairways remain clear of garbage and rubbish. If these conditions are not being met, tenants may have grounds to raise a violation with the City of Syracuse's code enforcement office or to document the conditions and contact a local tenant-rights organization for guidance. Consulting the city's health and sanitation ordinance, particularly section 14-18, may also help clarify applicable set-out requirements.
