Syracuse, N.Y., Rev. Gen. Ord. ch. 27 § 27-145
Execution of a rental registry inspection warrant
Operative Text
(a) In executing an inspection warrant, the designated city officer or employee authorized by the court to execute the warrant shall, before entry, make a reasonable effort to present his or her credentials, authority and purpose to an occupant or person in possession of the premises designed in the warrant and to deliver a copy of the warrant to the occupant or person in possession of the premises. (b) When authorized in the inspection warrant, a police officer may provide protection to the designated city officer or employee during the execution of the inspection warrant. Absent such authorization, a police officer shall not accompany the designated city officer or employee during the inspection of the interior portions of a building not open to the public. (c) An inspection warrant shall be executed within the time specified in the warrant, not to exceed thirty (30) days or if no time is specified therein, within thirty (30) days from the date of issuance of the inspection warrant.
Syracuse Rev. Gen. Ord. ch. 27, art. 9 § 27-145 establishes the procedural rules that govern how city officials carry out rental registry inspection warrants. Before entering a property, the authorized officer must make a reasonable effort to identify themselves, explain their authority and purpose, and provide a copy of the warrant to whoever is present. Police may only accompany the inspecting officer if the warrant specifically authorizes it, and all warrants must be executed within the timeframe stated in the warrant—never exceeding thirty days from issuance.
Plain English — not legal advice.
Under Syracuse Rev. Gen. Ord. ch. 27, art. 9 § 27-145, a compliant property owner or manager generally understands that city inspectors executing a rental registry warrant are required to present credentials and deliver a copy of the warrant before entering. Operators familiar with this provision know that a police officer's presence during an interior inspection is only permitted when the warrant expressly authorizes it. Being aware of the thirty-day execution window helps property managers anticipate when a warrant remains valid and plan accordingly.

Syracuse Rev. Gen. Ord. ch. 27, art. 9 § 27-145 gives occupants the right to receive the inspector's credentials, a statement of purpose, and a physical copy of the warrant before any entry takes place. If an inspection occurs without these steps being attempted, or if a police officer accompanies the inspector without explicit warrant authorization, those circumstances may be relevant to how the inspection is evaluated. Tenants who believe these procedural requirements were not followed may consider documenting what occurred and reaching out to a local tenant-rights organization for general guidance.
