Under Troy, N.Y., Code of Ordinances ch. 176 § 176-20, compliant property operators ensure that every dwelling unit they rent contains all required sanitary fixtures—toilet, lavatory sink, bathtub or shower, and kitchen sink—each properly connected to an approved water and sewer system with functioning hot and cold water. Operators also maintain water-heating equipment capable of reaching 130°F at all required fixtures and keep heating systems in safe working order so that habitable rooms, bathrooms, and toilet rooms reach an average of 70°F whenever outside temperatures fall below 55°F. Providing and maintaining approved rubbish and garbage disposal containers or facilities, consistent with Troy's adopted codes, is likewise part of routine compliance under this section.
