Section 2-12-500 of Utica's Code of Ordinances signals that the rental registration system exists, in part, to protect the people who live in rental housing—not just the properties themselves. Tenants can reference this stated legislative intent when seeking to understand why landlords are required to register and comply with occupancy and maintenance standards. If a rental unit appears to fall outside the protections this article describes, tenant-rights organizations or the relevant city office can help identify what complaint or inquiry options may be available under ch. 2-12.
