Under Utica, N.Y., Code of Ordinances ch. 2-12 § 2-12-501, property owners and managers should be aware that the rental housing article's requirements are not limited to large or purely investor-owned buildings—owner-occupied two-family dwellings and even single-family rentals fall within its scope. Compliant operators generally treat any unit they lease, rent, or otherwise make available for occupancy as subject to the article's standards, whether they manage the property themselves or through a legal agent. Reviewing the full article for any applicable exceptions is a standard part of understanding which specific obligations apply to a given property type.
