Vestal, N.Y., Town Code ch. 5, art. VII § 5-154
Registry form and filing
Operative Text
It shall be the responsibility of the owner of each property which is subject to the provisions of this article to timely file a registry application within sixty (60) days of the effective date of this law. The form shall require the following information: (1) The property address, the section, block and lot number of the property as stated on the tax map of the town, and the number of residential dwelling units on each property. (2) The owner(s) name(s), owner(s) mailing address and telephone number. (3) The name and names, titles, addresses and telephone numbers of any responsible person(s) of the corporation, LLC, partnership or other similar business entity if the ownership is held in a nonindividual capacity. (4) The name, address and telephone number of a local responsible person over twenty-one (21) years old, residing in Broome County, who shall be responsible for the care and management of such property and is authorized by said owner when the owner resides or has its principal place of business outside of Broome County. The form shall be signed by the owner and his or her designee and witness by a notary public and shall contain the following declaration: "I certify that all information contained in this statement is true and correct to the best of my knowledge and belief. I understand that the willful making of any false statement of material fact herein will subject me to the provisions of law relevant to the making and filing of false instruments and shall constitute a violation of this chapter. It shall be the responsibility of each owner to timely notify the police department whenever the information provided in this form has become outdated or for any reason is no longer accurate. It shall be the responsibility of each owner to recertify the aforementioned information annually."
Vestal Town Code ch. 5, art. VII § 5-154 establishes a rental property registry requirement under which owners of covered properties must submit a completed registration form within 60 days of the law's effective date. The form collects identifying information about the property, its owner, any business entity holding title, and — when the owner lives or operates outside Broome County — a local contact person who is at least 21 years old and resides within the county. Owners must keep the information current by notifying the police department whenever it changes and by recertifying all information annually. Submitting knowingly false information on the form is treated as a violation of the chapter and may expose the signer to laws governing false instruments.

Under Vestal Town Code ch. 5, art. VII § 5-154, compliant property owners generally file the registry application within the 60-day window, ensuring the form includes accurate property identifiers, owner contact details, entity officer information if applicable, and a designated local contact when the owner is based outside Broome County. The form must be signed by the owner and a designee, witnessed by a notary public, and accompanied by the required certification statement. Operators who stay in compliance also track any changes to the submitted information and report updates to the police department promptly, then complete the annual recertification to keep the registry current.

Vestal Town Code ch. 5, art. VII § 5-154 is designed in part to ensure that tenants and local authorities can identify a responsible person connected to any covered rental property, including a local contact in Broome County when the owner is not nearby. If a tenant is unable to reach a property owner or local responsible party, the registry maintained under this provision may be a resource for locating contact information through the appropriate town or police department channel. Tenants who believe an owner has failed to register or has allowed registration information to lapse may wish to consult a tenant-rights organization or legal aid provider familiar with Vestal's rental regulations to understand what options may be available.
