Watertown, N.Y., Code of Ordinances ch. 177 § 177-10
Term of certificate of registration
Operative Text
A. A certificate of registration, pursuant to this article, shall be valid for as long as the information in the application remains complete and accurate, but in no case for more than a period of three years from the date on which the certificate is issued. The owner shall file with the Department a new application in accordance with the requirements of this article: (1) No less than 60 days prior to: (a) The expiration of the then-current certificate; or (b) If sooner, the date set forth in any contract of sale for the closing of transfer of title to the rental dwelling unit or rental property; or (2) Except for any change in the information provided in the application pursuant to § 177-6A(3) , in the event that the prior application is no longer complete or accurate, within 30 days following the occurrence of the event or change in circumstances requiring the updating of such information. B. In the event a new application is not filed if and when required pursuant to Subsection A(1)(b) or (2) of this § 177-10 , the existing certificate of registration shall be null and void.
Under Watertown, N.Y., Code of Ordinances ch. 177 § 177-10, a rental property's certificate of registration remains valid only as long as the information on file stays current and accurate, and in any event expires no later than three years after it was issued. Owners must submit a renewal application at least 60 days before the certificate expires or before a scheduled property sale closing, whichever comes first. If other information in the application becomes outdated, a new application is generally due within 30 days of the change. Failure to file when required under certain triggering events automatically voids the existing certificate.

Operators of rental properties in Watertown should maintain a calendar reminder to submit a renewal application to the Department at least 60 days before their § 177-10 certificate's three-year expiration date. When a property sale is pending, the renewal timeline is tied to the contract closing date rather than the certificate's expiration, whichever arrives first. Compliant operators also monitor their application information for accuracy and file an updated application within 30 days whenever a material change occurs, keeping in mind that missing these deadlines can render the existing certificate null and void.

Under § 177-10 of Watertown's Code of Ordinances, rental properties are required to hold a current, valid certificate of registration, and that certificate can become automatically void if the owner fails to renew it on time or update it after certain changes. Tenants who believe their landlord's certificate may have lapsed or been voided can look into whether that status affects their rental situation by contacting the Watertown Department responsible for administering the registration program. Tenant-rights organizations familiar with local Watertown ordinances can help explain what options may be available when a certificate of registration is not in good standing.
