The provisions of this article shall be deemed to supplement applicable state and local laws, ordinances, codes, rules and regulations, and nothing in this article shall be deemed to abolish, modify, limit, impair, supersede or replace any existing requirements of, or remedies under, any other applicable federal, state or local statute, laws, ordinances, codes, rules or regulations. Plain English

Section 177-4 of Watertown, N.Y., Code of Ordinances Chapter 177 establishes that the rental registration article applies to virtually all rental dwelling units within the City, with only the exceptions carved out in § 177-3B. The article is designed to work alongside—not replace—existing federal, state, and local housing laws, meaning all other applicable requirements remain fully in force. When this article's rules conflict with another law, whichever standard is stricter or more protective takes precedence. Importantly, complying with this article's registration or application requirements does not make an otherwise illegal condition legal under any other law.

For Property Managers

Under § 177-4, property owners operating rental units in Watertown should understand that fulfilling this article's registration and application requirements does not shield a property from obligations imposed by other federal, state, or local laws. Compliant operators generally maintain awareness of all overlapping regulatory frameworks—including state housing codes and local ordinances—because the more stringent standard always governs. Registering a unit under Chapter 177 does not cure or legitimize any condition that remains unlawful under a separate body of law.

For Tenants

Section 177-4 makes clear that tenants in Watertown retain all rights and remedies available under federal, state, and local law, independent of this article's registration scheme. Because the more restrictive provision always prevails in any conflict, protections found in state housing law or other local ordinances are not diminished by Chapter 177. Tenants who believe a condition in their unit violates any applicable law—regardless of whether a landlord has complied with § 177-4's registration requirements—may explore remedies through relevant enforcement agencies or consult a tenant-rights organization for guidance on available options.
