Toilet rooms and bathrooms for dwelling units in multiple dwellings shall be located within the dwelling units and shall be accessible from any sleeping room without passing through any other sleeping room. Section 175-27 of Watervliet's Code of Ordinances establishes minimum standards for toilet rooms and bathrooms across different dwelling types. In one- and two-family homes, these spaces must offer privacy and have moisture-resistant flooring. In multiple dwellings, bathrooms must be located within each unit and accessible from sleeping rooms without passing through another sleeping room, and floors must be fully waterproofed with the waterproofing extending at least six inches up the walls. Where employee restrooms are required in multiple dwellings, they must be sex-segregated when five or more employees are present and must not open directly into food preparation areas.

Operators of rental properties in Watervliet should ensure that all bathroom and toilet room configurations comply with § 175-27 based on the property type. In multiple dwellings, each unit's bathroom must be internally accessible without routing occupants through another sleeping room, and floor waterproofing must run at least six inches up the wall to allow proper cleaning. Owners of one- and two-family rentals should verify that bathroom floors use moisture-resistant materials and that adequate privacy provisions are in place.

Under § 175-27 of Watervliet's Code of Ordinances, tenants in multiple dwellings have a right to a bathroom located within their unit that is accessible from sleeping areas without passing through another sleeping room. If a bathroom lacks proper waterproofing, privacy provisions, or accessible placement as required by this section, that may constitute a housing code violation. Tenants who believe their unit does not meet these standards can document the conditions, contact the local code enforcement office, or reach out to a tenant-rights organization to understand available options.
