Watervliet, N.Y., Code of Ordinances ch. 176 § 176-11
Registration of landlords
Operative Text
A. There shall be a Rental Dwelling Unit Registry. It shall be the responsibility of all landlords within the City to register as such with the Building Department. The Inspector of Buildings or his or her designee shall promulgate regulations and procedures to effectuate said registry and make same available to the public. B. Within the Rental Dwelling Unit Registry shall be a provision for registration of agents. All landlords who own rental dwelling units within the City of Watervliet, but live outside of Albany County or an adjoining county, shall appoint an agent for service and register said agent with the Building Department. The agent must live or have a place of business within Albany County or an adjoining county. Service of an appearance ticket as defined in the New York State Criminal Procedure Law upon said agent for service shall constitute good and sufficient service as if the landlord had been served himself within Albany County or an adjoining county.
Section 176-11 of Watervliet's Code of Ordinances establishes a Rental Dwelling Unit Registry administered by the Building Department, requiring all landlords in the city to register. Landlords who live outside Albany County or an adjoining county must also designate a local agent for service of process, and that agent must reside or maintain a place of business within Albany County or an adjoining county. Serving an appearance ticket on that registered agent carries the same legal weight as serving the landlord directly.

Under § 176-11, compliant rental property operators in Watervliet register with the Building Department and keep their registration current. Landlords whose primary residence is outside Albany County or a bordering county additionally identify a local agent—someone who lives or does business within that geographic area—and register that agent with the Building Department. Operators generally maintain accurate agent contact information so that any appearance ticket or legal notice can be properly received on their behalf.

Section 176-11 creates a public Rental Dwelling Unit Registry that tenants can consult through the Watervliet Building Department to identify who owns their rental unit and, where applicable, who the landlord's designated local agent is. If a landlord lives outside Albany County or an adjoining county but has not registered a qualifying local agent as required by § 176-11, that may represent a code violation worth raising with the Building Department. Tenants seeking to understand how this registration requirement affects their situation may find it helpful to contact a local tenant-rights organization or legal aid office for general guidance.
