White Plains Municipal Code ch. 4-19 § 4-19-22 establishes the foundational vocabulary for the city's fair housing article. Key terms such as 'discriminate,' 'dwelling,' 'handicap,' and 'marital status' are given specific legal meanings that govern how the rest of the article is interpreted and applied. For example, discrimination is defined broadly to cover differential treatment based on protected characteristics, including those of a person's friends and associates, and 'family' is defined to include even a single individual. These definitions set the interpretive boundaries for all rights, obligations, and prohibitions described elsewhere in the article.
Plain English — not legal advice.
Under White Plains Mun. Code ch. 4-19 § 4-19-22, property owners and managers operating in White Plains should be aware that the article's definitions are intentionally broad. The term 'owner,' for instance, encompasses anyone holding any portion of legal or equitable title, and 'housing accommodations' covers a wide range of residential structures. Compliant operators generally familiarize themselves with each defined term—particularly 'discriminate,' 'handicap,' and 'marital status'—because these definitions shape the scope of fair housing obligations throughout the entire article.
