Yonkers, N.Y., Code of Ordinances ch. 58 § 58-6 establishes the authority of the Commissioner of the Department of Housing and Buildings to inspect residential properties—including multiple dwellings, rooming houses, and individual units—at all reasonable times to verify compliance with the New York Uniform Code and local housing standards. Owners, occupants, and persons in charge of such properties are required to allow the Commissioner access; if access is refused, the Commissioner may seek a court-issued warrant to proceed. Separately, occupants must also allow property owners or their agents reasonable access to carry out repairs or alterations needed to bring the property into compliance with applicable codes and orders.

Under ch. 58 § 58-6, compliant property owners and managers generally ensure that the Commissioner of the Department of Housing and Buildings can enter and inspect their buildings at all reasonable times without obstruction. Operators also coordinate with tenants so that the owner or authorized agents can access individual units to perform code-required repairs or alterations. Maintaining clear communication with occupants about scheduled access for inspections and repair work is a common practice for staying in compliance with this provision.

Ch. 58 § 58-6 gives the Commissioner of the Department of Housing and Buildings the right to inspect a tenant's unit at all reasonable times, and tenants are generally expected to provide that access. The provision also requires occupants to allow the property owner or their agents entry at reasonable times specifically to make repairs or alterations needed for code compliance—this is distinct from general landlord access and is tied to a specific compliance purpose. Tenants who have questions about the scope of access rights or believe access is being demanded improperly may wish to consult a local tenant-rights organization or review guidance from the City of Yonkers.
