24 C.F.R. § 200.200
(a) Appraiser Roster. HUD maintains a list of appraisers. A mortgagee must select only an appraiser from this list for the appraisal of a property that is to be the security for an FHA-insured single family mortgage.

(b) Disclaimer. Since an appraisal is performed to determine the maximum insurable mortgage and to also protect the FHA insurance funds, the inclusion of an appraiser on the Appraiser Roster does not create or imply a warranty or endorsement to a prospective homebuyer or to any other organization or individual by HUD of the listed appraiser nor does it represent a warranty of any appraisal performed by the listed appraiser. The inclusion of an appraiser on the Appraiser Roster means only that a listed appraiser has met the qualifications and conditions, prescribed by the Secretary, for inclusion on the Appraiser Roster.

Plain English

Under 24 CFR Part 200 § 200.200, HUD maintains an official Appraiser Roster, and any appraisal conducted for a property securing an FHA-insured single family mortgage must be performed by someone on that list. Importantly, the rule clarifies that being listed on the Roster only means the appraiser has met HUD's prescribed qualifications — it does not constitute a HUD warranty or endorsement of the appraiser or their work. The appraisal itself is conducted to determine the maximum insurable mortgage amount and to protect FHA insurance funds, not to serve as a guarantee of property value for buyers or other parties.

For Property Managers

Under § 200.200, lenders originating FHA-insured single family mortgages are required to select appraisers exclusively from HUD's Appraiser Roster when ordering appraisals for properties that will serve as loan security. Compliant mortgage operations maintain processes to verify that any appraiser engaged for an FHA transaction appears on the current Roster before the appraisal is ordered. Property owners and managers working with FHA financing generally confirm with their lender that this requirement is being observed, since use of a non-Roster appraiser could affect the insurability of the mortgage.

For Tenants

For prospective homebuyers using FHA financing, § 200.200 establishes that the appraiser evaluating the property must come from HUD's official Appraiser Roster. However, the rule explicitly states that a Roster listing is not a HUD endorsement or warranty of the appraiser's work, meaning the appraisal is not a guarantee of the home's condition or value for the buyer's benefit. Buyers who have questions about how the FHA appraisal process affects their transaction may find guidance through HUD-approved housing counseling agencies or tenant- and homebuyer-rights organizations familiar with federal mortgage regulations.
