24 C.F.R. § 92.509
§ 92.509 Performance reports. (24 CFR Part 92)
Operative Text
(a) Management reports. Each participating jurisdiction must submit management reports on its HOME Investment Partnerships Program in such format and at such time as HUD may prescribe. (b) Annual performance report. For annual performance report requirements, see 24 CFR part 91.
Section 92.509 establishes two ongoing reporting obligations for jurisdictions that participate in the HOME Investment Partnerships Program. First, participating jurisdictions must submit management reports in whatever format and on whatever schedule HUD specifies. Second, annual performance reporting requirements are governed separately under 24 CFR Part 91, which that section cross-references rather than restates.
Plain English — not legal advice.
Property owners and developers receiving HOME Program funding operate within a framework where the participating jurisdiction—not individual landlords—bears the direct reporting duties under § 92.509. Compliant operators generally maintain thorough project records, occupancy data, and financial documentation so that their jurisdiction can fulfill its management and annual performance report submissions to HUD on time and in the required format. Keeping organized records aligned with HUD's prescribed formats helps ensure the jurisdiction can accurately report on HOME-assisted units.

Tenants living in housing assisted through the HOME Investment Partnerships Program have an indirect interest in the reporting requirements of § 92.509, because these reports are a primary mechanism by which HUD monitors whether jurisdictions are administering the program correctly. If a tenant believes their HOME-assisted unit is not being managed in compliance with program rules, they may contact their local participating jurisdiction, reach out to the relevant HUD field office, or connect with a tenant-rights organization familiar with federal housing programs. The annual performance report requirements referenced in § 92.509(b) and detailed under 24 CFR Part 91 can also be a source of publicly available information about how a jurisdiction is meeting its HOME Program obligations.
