If the applicant family adds a child under age 6 to their household within six months of voucher issuance, the
family may be admitted to the program before the SSN documentation is submitted. The family has 90 days
from the date of admission, which is the HAP contract effective date, to provide the required documentation to
the PHA. The PHA must allow one additional 90-day period if the applicant family experienced delays that were
out of its control.51
