HUD HCV Guidebook § 5.2
Due to changes and shifts in the population of homeless veterans over time, it may become
necessary for HUD to reallocate HUD-VASH vouchers between PHAs regardless of the jurisdictional
boundaries of the PHAs, in order to better address the current need of homeless veterans.19 In
addition, HUD may reallocate vouchers due to poor performance by the PHA and/or the VAMC in
serving this population, as evidenced by a lack of adequate referrals or inadequate voucher
utilization rates after sufficient warning and cure time has been provided by HUD and/or the VA.
