HUD HCV Guidebook § 3.2.2
A rental market survey or study can determine the value of certain features and what drives rent. Some
companies will complete a rental market survey and create a statistical model to help the PHA determine rent
reasonableness for each unit. Rental market surveys may already exist – either commissioned by the local
government or commercial real estate firms.
