Subject: Revision to Emergency Housing Voucher and Stability Voucher Program
Requirements
I. PURPOSE
This notice makes a change to the requirements for the Emergency Housing Voucher (EHV) and
Stability Voucher (SV) programs.
II. BACKGROUND
On May 5, 2021, HUD published Notice PIH 2021-15, Emergency Housing Vouchers –
Operating Requirements, detailing the funding process, waivers, and alternative requirements for
the EHV program. On August 16, 2022, HUD published Notice PIH 2022-24, Stability Voucher
Program, detailing the funding process, waivers, and alternative requirements for the SV
program.
III. CHANGES
This notice strikes the following waiver and alternative requirement related to the verification of
citizenship or eligible immigration status from both the EHV and SV notices:
HUD is consequently waiving the requirement to obtain and verify SSN documentation
and documentation evidencing eligible noncitizen status before admitting the family to
the [EHV/SV] program. PHAs may adopt policies to admit [EHV/SV] applicants who
are unable to provide the required SSN or citizenship documentation during the initial
eligibility determination. As an alternative requirement, such individuals must provide
the required documentation within 180 days of admission to be eligible for continued
assistance, pending verification, unless the PHA provides an extension based on evidence
from the family or confirmation from the CoC or other partnering agency that the family
has made a good-faith effort to obtain the documentation.

Public housing agencies (PHAs) must follow the regulations at 24 CFR 5.508 regarding the
submission of evidence of citizenship or eligible immigration status. PHAs must follow the
regulations at 24 CFR 5.210 through 5.218 regarding the disclosure and verification of Social
Security numbers (SSNs).
This is the only change to these notices. All other areas remain in effect, unless otherwise
amended.
IV. COMPLIANCE DEADLINE
Within 60 days of the publication of this notice, PHAs must be in compliance with verification
of eligible immigration status for both new SV admissions and current EHV and SV families.
As a reminder, per Notice PIH 2025-07, there are no new admissions to the EHV program.
Within 60 days of the publication of this notice, PHAs must ensure that the SSNs of all family
members admitted to the EHV and SV programs during the period of availability are verified in
the Enterprise Income Verification (EIV) system or collect verification if not verified. The
resulting requirements under this notice are consistent with Section 3202 of the American
Rescue Plan Act of 2021 for the EHV program and the Consolidated Appropriations Act, 2021
(Public Law 116-260) for the SV program, which appropriated the relevant funding, and do not
impose a new undue financial burden on PHAs.
V. PAPERWORK REDUCTION ACT
The information collection requirements contained in this notice have been approved by the
Office of Management and Budget (OMB) in accordance with the Paperwork Reduction Act of
1995 (44 U.S.C. §§ 3501-3520) and have been assigned OMB control number 2577-0169.

PIH Notice § 2026-05 eliminates a prior flexibility that allowed Emergency Housing Voucher (EHV) and Stability Voucher (SV) program applicants to be admitted without immediately providing Social Security number (SSN) or eligible immigration status documentation. Under this revision, Public Housing Agencies (PHAs) are now required to follow standard federal regulations at 24 CFR 5.508 and 24 CFR 5.210–5.218, meaning documentation must be verified before or at admission rather than within a 180-day window after. PHAs had 60 days from March 5, 2026 to bring both new and existing EHV and SV participants into compliance with these verification requirements. No new admissions to the EHV program are being made, per the separately issued Notice PIH 2025-07.
Plain English — not legal advice.
While PIH Notice § 2026-05 primarily governs Public Housing Agencies rather than private landlords directly, property owners participating in the EHV or SV programs should be aware that PHAs administering these vouchers are now operating under stricter documentation verification timelines. Compliant PHAs will be confirming SSN and eligible immigration status for all assisted family members before or at the point of admission, rather than allowing a post-admission grace period. Landlords working with PHAs on EHV or SV placements may notice changes in the pace or documentation requirements of the intake process as agencies align with the 60-day compliance deadline established in this notice.

PIH Notice § 2026-05 removes a prior rule that gave EHV and SV participants up to 180 days after admission to supply Social Security number and immigration status documentation; that flexibility no longer applies. Households currently receiving EHV or SV assistance should be aware that their PHA is now required under 24 CFR 5.508 and 24 CFR 5.210–5.218 to verify these documents, and non-compliance could affect continued eligibility. Tenants with questions about how this change affects their specific voucher should contact their PHA directly, reach out to HUD at EHV@hud.gov or StabilityVouchers@hud.gov, or connect with a local tenant-rights or legal aid organization for general guidance on their options.
