This notice revises guidance in Notice PIH 2020-32, Guidance for PHAs on the Allowability of
Remote Hearings and Remote Briefings, as explained in Section II.

This notice rescinds the portions of Notice PIH 2021-14, COVID-19 Statutory and Regulatory
Waivers and Alternative Requirements for the Public Housing, Housing Choice Voucher
(including Mainstream and Mod Rehab), Indian Housing Block Grant and Indian Community
Development Block Grant programs, Suspension of Public Housing Assessment System and
Section Eight Management Assessment Program, Revision 3, that pertain to Housing Choice
Voucher (HCV) and Public Housing programs. The portions that pertain to Indian Housing
Block Grant and Indian Community Development Block Grant programs remain intact.

This notice rescinds the guidance set forth in Notice PIH 2024-04, Guidance on Eligible Uses for
PIH Program Funds Related to Persons with Limited English Proficiency. Withdrawal of this
guidance does not alter PHA responsibility to comply with federal laws applicable to language
access, including Title VI of the Civil Rights Act of 1964.

II. CHANGE TO NOTICE PIH 2020-32

This notice strikes the following guidance set forth in Notice PIH 2020-32, Section 5, paragraph
b related to requirements for persons with limited English proficiency:
                                                                                                 3

       b. Requirement for persons with limited English proficiency (LEP). PHAs must take
reasonable steps to ensure full and meaningful access to the remote hearing or remote
briefing for LEP persons consistent with its obligations under Title VI of the Civil Rights
Act of 19641. The obligation to provide meaningful access for LEP persons, regarding
remote hearings and remote briefings, is particularly important meaning that the PHA
will generally need to coordinate with a remote language interpretation service prior to
the remote hearing or remote briefing. Further, conferencing technology may provide for
remote interpretation; if video technology is available, remote interpretation using video
is generally preferred over voice-only because of the additional visual cues. Importantly,
though, PHAs cannot rely on minors to interpret. For written materials, PHAs should
engage with a language translation service. All written materials related to the remote
hearing or remote briefing, whether paper or electronic, and whether provided before,
during, or after the hearing, may need to be provided in translated format.

For written materials, PHAs should engage with a language translation service. All
written materials related to the remote hearing or remote briefing, whether paper or
electronic, and whether provided before, during, or after the hearing, may need to be
       provided in translated format.

III. APPLICABILITY

This notice, which rescinds or revises the above referenced guidance, applies to all public
housing agencies that operate a HCV, Public Housing, or Section 8 Moderate Rehabilitation
Program; Tribally Designated Housing Entities (TDHEs); Indian Community Development
Block Grant Imminent Threat-Coronavirus Aid, Relief, and Economic Security Act (ICDBG-
CARES) grantees; and ICDBG-Imminent Threat American Rescue Plan Act (ICDBG-ARP)
grantees, as applicable.

IV. FURTHER INFORMATION

PIH Notice 2026-06, issued March 16, 2026, formally withdraws sixteen prior HUD notices that provided COVID-19-related guidance for public housing and voucher programs, finding that guidance obsolete following the end of the pandemic. The notice also partially rescinds COVID-era waivers in Notice PIH 2021-14 as they apply to Housing Choice Voucher and Public Housing programs, while leaving intact the portions covering Indian Housing Block Grant programs. Additionally, PIH Notice 2026-06 removes specific language-access guidance from Notice PIH 2020-32 and fully rescinds Notice PIH 2024-04 on limited English proficiency, though it explicitly notes that underlying federal obligations under Title VI of the Civil Rights Act of 1964 remain in force regardless of this rescission.

For Property Managers

Public Housing Agencies and other covered operators should be aware that PIH Notice 2026-06 eliminates the operational framework established by numerous CARES Act-era notices, meaning that any internal policies or procedures built around those rescinded notices—such as supplemental funding processes, waiver adoptions, or closeout procedures—no longer have HUD guidance backing them. The specific LEP-related procedural language that was embedded in Notice PIH 2020-32, Section 5(b) has been struck, but operators remain bound by their independent Title VI obligations when conducting remote hearings and briefings. Housing agencies with questions about how these rescissions affect ongoing program administration are directed by PIH Notice 2026-06 to contact their local HUD field office or Office of Native American Programs area office.

General guidance for property managers — not legal advice for your specific situation. Consult an attorney for advice on your case.

For Tenants

Tenants in public housing or Housing Choice Voucher programs should understand that PIH Notice 2026-06 removes a layer of COVID-era procedural guidance that had governed how housing agencies operated during and after the pandemic, which may affect how agencies handle certain administrative processes going forward. Importantly, the rescission of Notice PIH 2024-04 and the LEP language in Notice PIH 2020-32 does not eliminate a housing agency's legal obligations under Title VI of the Civil Rights Act of 1964 to provide meaningful language access—those rights remain intact independent of this notice. Tenants who believe their housing agency is failing to meet language-access or other program obligations may consider reaching out to a local tenant-rights organization, a HUD field office, or raising the issue through available administrative complaint processes.
