I. PURPOSE
This notice announces revisions to Attachment I of Notice H 2023-10/PIH 2023-27.
HUD is exercising its discretion, as authorized by HOTMA,1 to revise via notice the
standard that Public Housing Agencies (PHAs) and Multifamily Housing (MFH) Owners
will use to determine whether to conduct an interim reexamination of income and
household composition in compliance with the requirements of Sections 102 and 104 of
HOTMA.2
The prior version of Attachment I of Notice H 2023-10/PIH 2023-27, published on
February 2, 2024 (now referred to as Revision 2) is superseded.

III. DESCRIPTION OF REVISIONS
Attachment I of Notice H 2023-10/PIH 2023-27 is revised to require PHAs and MFH
Owners to conduct interim reexaminations when a household adds or removes household
members, including family members, foster adults, foster children, and live-in aides,
regardless if the change in household composition results in a decrease, increase, or no
change in the family’s annual adjusted income.
PHAs and MFH Owners with a written policy to not conduct interim reexaminations for
increases in annual adjusted income during the last 3 months of a recertification period
are not required to conduct interim reexaminations due to the addition or removal of a
household member in that period; instead, they will report such change at the next annual
reexamination.
When conducting an interim reexamination, PHAs/MFH Owners must not consider any
increases in earned income outside of the exceptions specified in Revision 3.
HUD is republishing Notice H 2023-10/PIH 2023-27 with the revised Attachment I as
Revision 3 for ease of reference.

MTW waiver is in place. For example, MTW PHAs that previously developed a different method of measuring
prior-year income as part of the Rent Reform Demonstration or Stepped and Tiered Rent Demonstration may
continue to use those methods after this notice takes effect.
PIH Notice § 2026-09 (also issued as Notice H 2026-05) revises the standard that Public Housing Agencies and Multifamily Housing Owners must follow when deciding whether to conduct an interim reexamination of a household's income and composition. Under the updated rule, an interim reexamination is generally required whenever a household adds or removes any member—including family members, foster adults, foster children, or live-in aides—regardless of whether that change increases, decreases, or has no effect on the household's annual adjusted income. A limited exception applies during the final three months of a recertification period for agencies that have a written policy against conducting interim reexaminations for income increases during that window; those agencies may instead report the membership change at the next annual reexamination.
Plain English — not legal advice.
Under PIH Notice § 2026-09, PHAs and Multifamily Housing Owners are generally expected to update their administrative policies and procedures to trigger an interim reexamination whenever any household member is added or removed, without regard to the income effect of that change. Operators that maintain a written policy exempting income-increase interim reexaminations during the last three months of a recertification period may apply that same exemption to household-composition changes occurring in that window, deferring the report to the next annual reexamination. When processing an interim reexamination under this revised standard, operators must also follow the earned-income treatment rules specified in Revision 3 of Notice H 2023-10/PIH 2023-27, which limits consideration of earned-income increases to defined exceptions.

PIH Notice § 2026-09 strengthens protections and clarity for households in HUD-assisted programs by requiring that any addition or removal of a household member—such as a new family member, foster child, or live-in aide—trigger a formal interim reexamination of the household's file, which can affect rent calculations and subsidy levels. Tenants in covered programs, including Housing Choice Voucher, Project-Based Voucher, and Public Housing programs, have an interest in ensuring that household-composition changes are reported and processed in accordance with this notice. Tenants who believe a PHA or Multifamily Housing Owner is not following the interim reexamination requirements of PIH Notice § 2026-09 may contact HUD's local field office, reach out to a local tenant-rights organization, or submit questions through HUD's designated email channels noted in the notice.
