Ala. Admin. Code r. 535-X-10 § 535-X-10-.04
Dealer Responsibilities
Operative Text
(1) Before offering for sale, selling, leasing, or leasing to purchase a used manufactured home to a consumer the dealer shall complete a Used Manufactured Home Buyer's Guide (Appendix A) obtained from the Commission and shall fasten such statement with tape or adhesive to the door of the refrigerator or the face of the overhead cabinet door closest to the kitchen sink. (2) A seal (Resale Decal) of the Alabama Manufactured Housing Commission shall be purchased from the Commission and permanently placed on the inside door of the electric panel before offering for sale, selling, leasing, or leasing to purchase a used manufactured home.
Under Ala. Admin. Code r. 535-X-10 § 535-X-10-.04, dealers of used manufactured homes in Alabama must fulfill two disclosure requirements before any sale, lease, or lease-to-purchase transaction with a consumer. First, a Used Manufactured Home Buyer's Guide—obtained from the Alabama Manufactured Housing Commission—must be completed and physically attached inside the home, either on the refrigerator door or the overhead cabinet door nearest the kitchen sink. Second, a Resale Decal issued by the Commission must be purchased and permanently affixed to the inside of the electric panel door before the home is offered or transferred to a consumer.

Property owners and managers who deal in used manufactured homes in Alabama should be aware that § 535-X-10-.04 imposes pre-transaction obligations that must be satisfied before a home is listed, shown, or transferred. A compliant dealer obtains the required Buyer's Guide from the Alabama Manufactured Housing Commission, completes it fully, and secures it with tape or adhesive in the designated interior location. Similarly, a compliant dealer procures the Commission's Resale Decal and permanently installs it on the inside of the electric panel door well before any sale or lease activity begins.

Consumers considering the purchase or lease of a used manufactured home in Alabama have rights under § 535-X-10-.04 that require dealers to provide specific disclosures before any transaction is completed. Buyers and lessees can look for the completed Used Manufactured Home Buyer's Guide affixed inside the home and the Alabama Manufactured Housing Commission's Resale Decal on the electric panel door as indicators of dealer compliance. Those who believe these requirements were not met may consider contacting the Alabama Manufactured Housing Commission directly or reaching out to a tenant- or consumer-rights organization to understand available options.
