Each manual must be reviewed and certified by either the manufacturer's Design Approval Primary Inspection Agency (DAPIA) or a Commission-approved third-party agency to confirm it meets both state and federal installation standards. Manufacturers are also required to submit an approved copy of the setup manual for each home model sold or installed in Alabama.

Under Ala. Admin. Code r. 535-X-12 § 535-X-12-.06, operators and dealers handling manufactured homes in Alabama generally ensure that a properly certified installation manual accompanies each home model they sell or set up in the state. Compliant operators verify that the manual has been approved by the manufacturer's DAPIA or a Commission-recognized third-party agency before installation proceeds. Maintaining copies of these certified manuals on file supports compliance with both state and federal installation requirements.
