For Property Managers

Property owners and managers who rely on certified installers should be aware that under Ala. Admin. Code r. 535-X-12 § 535-X-12-.08, the Commission actively oversees certification status and can revoke it for improper installations or missed reporting obligations. Compliant operators generally ensure that all installation work meets Commission standards, that reporting deadlines are observed, and that certification is kept current through timely re-certification. If an adverse action is received, the provision provides a structured appeal pathway with defined timelines that a compliant operator would track carefully.

For Tenants

Tenants in Alabama should know that Ala. Admin. Code r. 535-X-12 § 535-X-12-.08 establishes enforceable standards for installations, backed by misdemeanor penalties for violations, which reflects the state's interest in protecting public health, safety, and welfare in residential settings. If a tenant has concerns about whether work performed in their unit was carried out by a properly certified installer, they may consider contacting the Commission directly or reaching out to a tenant-rights organization for guidance on available options. The provision's appeal process, which allows affected parties to request a hearing and be represented by a person of their choosing, illustrates that procedural protections exist within this regulatory framework.
