Alabama Administrative Code r. 535-X-12T § 535-X-12T-.09 restricts who may legally transport manufactured housing units into or within Alabama. Only a defined set of parties — including AMHC-licensed manufacturers, retailers, and certified installers operating under applicable rules; federally certified motor carriers meeting all state and federal requirements; and emergency services personnel responding to immediate public hazards — are authorized to move these units on Alabama roadways. Anyone outside these categories is not permitted to transport manufactured housing in the state, regardless of other credentials they may hold.

For Property Managers

Property owners and managers involved in acquiring or relocating manufactured housing units in Alabama should be aware that § 535-X-12T-.09 limits transportation of those units to a specific list of authorized parties. Compliant operators typically verify that any transporter they engage holds the appropriate AMHC license or certification, is under a written contract with a licensed manufacturer or retailer if required, or qualifies as a federally certified motor carrier with current licenses, registrations, and insurance. Confirming transporter authorization before a unit is moved helps avoid complications that could arise from using an unlicensed or uncertified mover.

For Tenants

For tenants whose manufactured home is being relocated or delivered, § 535-X-12T-.09 establishes that only specifically authorized parties may legally transport the unit on Alabama roads. If a tenant has reason to believe a home was or is being transported by an unauthorized party, they may contact the Alabama Manufactured Housing Commission (AMHC) to report a potential violation or seek information about authorized transporters. Tenant-rights organizations familiar with manufactured housing law can also help explain what options may be available when transportation rules appear to have been disregarded.
