Ala. Code §§ 24-8-1 to 24-8-15 § 24-8-9
Office to Administer Provisions and May Delegate Functions, Duties, Powers to Employees.
Operative Text
(a) The office shall administer the provisions of this chapter. (b) The office may delegate any of its functions, duties, and powers to its employees including functions, duties, and powers with respect to investigating, conciliating, hearing, determining, ordering, certifying, reporting, or otherwise acting as to any work, business, or matter under this chapter.
Alabama Code § 24-8-9 establishes that a designated state office holds primary responsibility for administering the fair housing provisions found in Chapter 24-8. The office is also authorized to assign its investigative, conciliation, hearing, decision-making, and reporting functions to its own employees. This delegation authority allows the office to distribute its workload internally while retaining overall accountability for the chapter's enforcement.
Plain English — not legal advice.
Under Ala. Code § 24-8-9, the office overseeing Alabama's fair housing chapter can act through any of its authorized employees, meaning a landlord or property manager may interact with staff representatives rather than a single central authority. Compliant operators generally maintain thorough records and respond promptly to any official communications, regardless of which employee or unit initiates contact. Understanding that investigative and conciliation functions may be handled by delegated staff helps operators engage appropriately with the process.

Ala. Code § 24-8-9 means that when a tenant pursues a fair housing concern under Chapter 24-8, the administering office may assign the matter to specific employees who are empowered to investigate, conciliate, or hold hearings on the office's behalf. Tenants should be aware that communications or proceedings may come from delegated staff members acting with full authority under the chapter. Those seeking to understand their options may consider reaching out to the administering office directly or consulting a tenant-rights organization familiar with Alabama fair housing procedures.
