Alaska Stat. § 34.03. § 34.03.010
Purpose and construction
Operative Text
(a) This chapter shall be liberally construed and applied to promote its underlying purposes and policies. (b) The underlying purposes and policies of this chapter are to (1) simplify, clarify, modernize, and revise the law governing the rental of dwelling units and the rights and obligations of landlord and tenant; (2) encourage landlord and tenant to maintain and improve the quality of housing; and (3) make uniform the law among those states that enact it.
Alaska Statute AS 34.03 § 34.03.010 establishes the foundational purposes of Alaska's Residential Landlord and Tenant Act. The law is designed to modernize and clarify the rules governing rental housing, encourage both parties to maintain housing quality, and align Alaska's approach with other states that have adopted similar legislation. Courts and agencies are directed to interpret the entire chapter broadly and generously in order to advance these goals.
Plain English — not legal advice.
AS 34.03 § 34.03.010 signals that Alaska's landlord-tenant law is meant to be read expansively, which means ambiguous provisions tend to be interpreted in ways that advance housing quality and clarity of rights. Operators who stay informed about the full scope of AS 34.03 and maintain properties proactively are generally well-positioned under a statute designed to encourage upkeep and modernized standards. Familiarity with this foundational section helps property managers understand why other provisions in the chapter may be construed broadly by courts or administrative bodies.

AS 34.03 § 34.03.010 establishes that Alaska's residential tenancy law should be interpreted liberally to protect the rights and interests the statute was designed to promote. Because courts are instructed to apply the chapter broadly, tenants who believe a provision has been violated may find that this interpretive mandate supports their position when raising a concern before a court or seeking guidance from a tenant-rights organization. Understanding this foundational purpose can be a useful starting point when researching rights under any other section of AS 34.03.
