Ariz. Rev. Stat. § 33-1413.01
Utility charges; waste, garbage and rubbish removal charges
Operative Text
A. If a landlord charges separately for gas, water or electricity there shall be a separate meter for every user. For each billing period the cost of the charges for the period shall be separately stated, along with the opening and the closing meter readings and the dates of the meter readings. Each bill shall show the computation of the charge generally in accordance with the serving utility company billing format for individual service supplied through a single service meter. B. If the landlord separately charges for utilities, the landlord shall not charge more than the prevailing basic service single family residential rate charged by the serving utility or provider. C. For the purpose of regulating mobile home parks as public or consecutive water systems, the state shall not adopt rules pursuant to title 49, chapter 2, article 9, that are more stringent than authorized by the federal government. Submetering solely to determine the charges for individual water use by park tenants for the purpose of water conservation, without other evidence indicating a transaction subject to regulation under title 49, chapter 2, article 9, shall not be used as a basis for treating any mobile home park as a public or consecutive water system. D. A landlord may charge separately for removal of waste, garbage, rubbish, refuse and trash and for sewer services. Any charges for removal or sewer services may not exceed the prevailing single family residential charge, fee or rate for these services levied by the political subdivision or provider.
Arizona Revised Statutes § 33-1413.01 governs how landlords may bill tenants for utilities and waste-removal services. When gas, water, or electricity is billed separately, each user must have a dedicated meter, and each bill must clearly show the billing period, opening and closing meter readings, the dates of those readings, and how the charge was calculated. Landlords are prohibited from charging more than the prevailing basic single-family residential rate set by the serving utility, and the same rate-cap principle applies to separately billed waste removal and sewer services.
Plain English — not legal advice.
Under A.R.S. § 33-1413.01, compliant operators who bill tenants separately for gas, water, or electricity ensure that each unit has its own meter and that every bill itemizes the billing period, meter readings with dates, and the charge calculation in a format consistent with the serving utility's standard billing. Landlords also verify that the per-unit rate charged does not exceed the prevailing basic single-family residential rate offered by the utility or provider. The same rate-cap rule applies to separately billed waste, garbage, rubbish, refuse, trash removal, and sewer services, which may not exceed the prevailing single-family residential charge levied by the relevant political subdivision or provider.

A.R.S. § 33-1413.01 gives tenants the right to receive itemized utility bills that show meter readings, reading dates, the billing period, and a clear computation of charges whenever a landlord bills separately for gas, water, or electricity. Tenants also have a right to pay no more than the prevailing basic single-family residential utility rate, and the same protection applies to separately billed waste removal and sewer charges. Tenants who believe a bill exceeds these limits may review their utility provider's published residential rates for comparison, raise the overcharge as a defense in any related legal proceeding, or contact a local tenant-rights organization for guidance on available options.
