Section 9 of 8 Colo. Code Regs. 1302-15 establishes the procedural requirements that apply when a mobile home park landlord intends to change the use of the land, triggering displacement of home owners. Depending on the remedy sought—relocation cost reimbursement, a fixed-price purchase offer, or an appraisal-based purchase offer—home owners must submit written demands to the landlord within specific deadlines (at least 30 days before the change-in-use date for relocation costs or the fixed-price option, and at least 150 days before for the appraisal route). The landlord's change-in-use notice is itself required to inform home owners of all these deadlines and available remedies.

Under 8 Colo. Code Regs. 1302-15 § 9, operators who issue a notice of intent to change the use of park land must include in that notice a clear description of all the remedy deadlines home owners have under Rules 9.1 through 9.3—covering relocation costs, the fixed-price purchase option, and the appraisal-based purchase process. A compliant notice ensures home owners are informed that relocation cost and fixed-price demands must arrive at least 30 days before the change-in-use date, while appraisal-based purchase demands must arrive at least 150 days before that date. Operators generally maintain dated records of all written demands received from home owners and track the applicable deadlines to ensure timely responses to each type of request.

8 Colo. Code Regs. 1302-15 § 9 gives mobile home owners in Colorado specific rights when a park landlord plans to change the use of the land: the right to demand relocation costs, the right to request a fixed-price buyout of their home without an appraisal, or the right to request an appraisal-based purchase offer. Each remedy has its own written-demand deadline—30 days before the change-in-use date for relocation costs and the fixed-price option, and 150 days before for the appraisal path—and the landlord's notice is required to spell out all of these deadlines. Home owners who believe their landlord has not complied with these requirements may consider contacting the Colorado Department of Local Affairs, a local tenant-rights organization, or a housing attorney familiar with mobile home park law to understand available enforcement paths.
