Colo. Rev. Stat. § 38-12-1108 requires the state division to build and keep up a publicly accessible database tracking mobile home parks that have received complaints through the state program or that have unresolved water quality problems. The database must capture, at minimum, how many complaints were filed, what those complaints were about, which laws were allegedly violated, how each complaint was resolved, and whether any water quality issue flagged by the water quality control division remains unaddressed. This provision is designed to create a centralized, transparent record of compliance and safety concerns across Colorado mobile home parks.

For Property Managers

Under Colo. Rev. Stat. § 38-12-1108, mobile home park operators should be aware that complaints filed against their park—as well as any unremediated water quality issues identified under the water quality control division process—will be recorded in a state-maintained database. Compliant operators generally work to resolve complaints promptly and address water quality notices in a timely manner, since the outcome of each complaint and the status of any water issue are both captured in the database. Maintaining a clear record of remediation steps and correspondence with regulators is a practice commonly associated with operators who keep their database entries accurate and current.

For Tenants

Colo. Rev. Stat. § 38-12-1108 gives residents and prospective residents a meaningful tool: a state-maintained database that records complaints filed against mobile home parks, the nature of those complaints, their outcomes, and whether any water quality problems remain unresolved. Tenants can consult this database to research the complaint and safety history of a park before or during a tenancy. Those who believe a violation has occurred may consider filing a complaint through the state program so it is captured in the record, and tenant-rights organizations can help explain what options are generally available under Colorado law.
