1 Del. Admin. Code § 201 § 4.0
Assistance and Data Gathering
Operative Text
4.1 When requested, the Authority shall provide assistance to Landlords and Tenants in completing application forms. 4.2 The Authority’s staff may conduct on-site inspections and/or phone interviews with the applicants to acquire data necessary to enable the Authority to carry out its duties under the Act.
Under 1 Del. Admin. Code 201 § 4.0, the Authority is required to help both landlords and tenants fill out application forms when that help is requested. Additionally, Authority staff are permitted to gather information through on-site inspections or phone interviews with applicants, as needed to fulfill the Authority's responsibilities under the Act. These two provisions establish both a support function and a data-collection function for the Authority.

Under 1 Del. Admin. Code 201 § 4.0, landlords who are navigating the application process can request assistance from the Authority in completing required forms. Compliant operators generally cooperate with any on-site inspections or phone interviews that Authority staff may conduct to gather necessary data. Being responsive to these outreach efforts is consistent with meeting obligations under the Act.

Section 4.0 of 1 Del. Admin. Code 201 gives tenants the right to request help from the Authority when completing application forms, which can be a useful resource if the paperwork feels confusing or unclear. Authority staff may also reach out through phone interviews or on-site visits as part of their data-gathering process, and participating in those interactions supports the Authority's ability to carry out its duties. Tenants who have questions about the process or their rights under the Act may also consider contacting a local tenant-rights organization for general guidance.
