For Property Managers

Section 5604 of Title 25, Chapter 56 establishes the administrative framework that funds and oversees legal aid services in Delaware, which can affect proceedings involving landlord-tenant matters covered by this chapter. Landlords operating in Delaware should be aware that tenants may have access to organized, state-supported legal representation funded through this structure. Understanding that a formal oversight system exists helps property owners anticipate that tenants in disputes may be represented by legal aid counsel operating under defined quality and supervision standards.

For Tenants

Under 25 Del. C. ch. 56 § 5604, the State Court Administrator is required to fund and oversee Delaware Volunteer Legal Services so that qualifying tenants can access legal aid representation in matters covered by this chapter. This means there is a structured, state-supported system intended to ensure that legal aid attorneys handling tenant cases meet quality and supervision standards. Tenants who believe they may qualify for legal aid services can reach out to Delaware Volunteer Legal Services or a local tenant-rights organization to learn about available assistance under this framework.
