D.C. Code tit. 42 § 42-3403.09
Expiration provisions.
Operative Text
This subchapter shall remain in effect until the Mayor declares that a housing crisis no longer exists pursuant to § 42-3405.12 .
D.C. Code § 42-3401.01 et seq. § 42-3403.09 establishes that the tenant opportunity to purchase subchapter does not have a fixed expiration date written into the statute itself. Instead, it remains operative until the Mayor formally declares, under the process set out in § 42-3405.12, that a housing crisis no longer exists in the District of Columbia. Until such a declaration is made, all obligations and rights created by the subchapter continue to apply.
Plain English — not legal advice.
Property owners and managers operating in the District of Columbia should be aware that the tenant opportunity to purchase requirements governed by D.C. Code § 42-3401.01 et seq. § 42-3403.09 remain in full force indefinitely unless and until the Mayor issues a formal declaration ending the housing crisis under § 42-3405.12. Compliant operators generally treat these obligations as ongoing rather than temporary, building them into standard transaction workflows. Monitoring official announcements from the Mayor's office is a reasonable practice for staying current on the law's status.

D.C. Code § 42-3401.01 et seq. § 42-3403.09 means that the tenant protections and purchase-opportunity rights established by this subchapter are not set to expire on any calendar date. Tenants can rely on these rights remaining in effect unless the Mayor makes a formal housing-crisis declaration under § 42-3405.12, which has not occurred as of the time of this writing. Tenants who believe their rights under this subchapter have been violated may wish to consult a tenant-rights organization or legal aid provider familiar with District of Columbia housing law for information about available enforcement paths.
