D.C. Code § 42-3502.03a establishes the process for appointing and removing the District of Columbia's Rent Administrator, the official who oversees the city's rent stabilization program. The Mayor nominates a candidate, and the Council has 90 days (excluding recess) to approve the nomination by resolution; silence within that window counts as disapproval. The Rent Administrator serves a three-year term and may be reappointed, but can only be removed by the Mayor for cause, with written justification provided to the Council within 30 days of any removal.
Plain English — not legal advice.
Under D.C. Code § 42-3502.03a, the Rent Administrator is the appointed official whose office administers the rules that govern rent-stabilized properties in the District. Compliant operators generally stay informed about who holds this position and any transitions in leadership, since the Rent Administrator's office is the primary body that issues guidance, processes petitions, and enforces rent stabilization requirements. Awareness of administrative continuity helps property managers anticipate any procedural changes that may accompany a new appointment.

D.C. Code § 42-3502.03a defines how the Rent Administrator — the official responsible for overseeing tenant protections under the District's rent stabilization law — is appointed, how long they serve, and under what conditions they can be removed. Tenants who have pending petitions or complaints before the Rent Administrator's office may want to monitor any vacancy or leadership transition, as these can affect the pace of proceedings. Tenant-rights organizations in the District can be a resource for understanding how administrative changes may affect ongoing rent-related matters.
