D.C. Code § 42-3501.01 et seq. § 42-3502.04c establishes the Housing Regulation Administration as a unit within the District of Columbia's Department of Housing and Community Development, led by a Housing Regulation Administrator who is appointed by and answers to the Department's Director. The Administration's role is to provide administrative support to the Rent Administrator and the Rental Conversion and Sale Administrator, helping ensure efficient operations and accurate recordkeeping. Importantly, the Housing Regulation Administrator does not hold supervisory authority over those two administrators, preserving their independent statutory functions.
Plain English — not legal advice.
Property owners and managers operating under D.C.'s rent stabilization framework should be aware that D.C. Code § 42-3501.01 et seq. § 42-3502.04c defines the administrative structure supporting the officials who oversee rent regulation and rental conversion matters. Compliant operators generally direct filings, petitions, and correspondence to the appropriate administrator — the Rent Administrator or the Rental Conversion and Sale Administrator — rather than to the Housing Regulation Administration itself, since the latter plays a support role. Understanding this organizational structure helps operators route inquiries and submissions correctly, which can contribute to timely processing of their matters.

Under D.C. Code § 42-3501.01 et seq. § 42-3502.04c, tenants interacting with D.C.'s rent regulation system should know that the Housing Regulation Administration exists to support — not replace — the Rent Administrator and the Rental Conversion and Sale Administrator, who are the officials with authority over rent-related matters. Tenants with complaints or petitions generally direct them to the Rent Administrator, whose office retains independent authority under the statute. Tenant-rights organizations in the District can help individuals understand which office handles a particular type of concern and what options may be available.
