14 DCMR § 14-1202
REGISTRATION OF TENANTS
Operative Text
1202.1 A licensee shall establish and maintain, within five (5) business days after the opening of the business, a book, books, record, or records in which shall be written in English the name of each tenant of every apartment in the apartment house together with the number of the apartment in which the tenant is residing. 1202.2 The registration book, books, record, or records shall be kept current and in good repair at all times within the District of Columbia, and shall be open for inspection by the departments of the District government responsible for enforcement of District laws and regulations.
Under D.C. Mun. Regs. tit. 14 et seq. § 14-1202, licensed apartment house operators in the District of Columbia are required to maintain a written record listing each tenant's name alongside their apartment number. This registration record must be started within five business days of opening, kept up to date and in good condition at all times, and made available for inspection by District government enforcement agencies. The rule creates a baseline transparency requirement connecting tenants to their units in an official, accessible format.

Compliance with D.C. Mun. Regs. tit. 14 et seq. § 14-1202 means establishing a tenant registration record—whether a physical book or another record format—within five business days of opening an apartment house. Compliant operators keep this record written in English, current as tenants move in or out, and physically located within the District of Columbia so it is accessible to inspectors from relevant District agencies. Routine audits of the registration record against current occupancy help ensure the record remains accurate and in good repair as required.

D.C. Mun. Regs. tit. 14 et seq. § 14-1202 establishes that your landlord is obligated to maintain an up-to-date registration record listing your name and apartment number, open to inspection by District enforcement agencies. If you have reason to believe this record is not being maintained—for example, if your tenancy is not being formally acknowledged—this provision may be relevant to any complaint or inquiry you raise with the appropriate District government department. Tenant-rights organizations in the District can help you understand how this registration requirement intersects with other tenant protections.
