14 DCMR § 14-1203
POSTING OF INFORMATION REGARDING BUILDING MANAGEMENT
Operative Text
1203.1 The licensee shall provide information regarding the building management in a notice framed under clear glass or plastic, and shall post the notice or cause the notice to be posted in a conspicuous place in the apartment building to which the notice applies. 1203.2 The notice shall contain the name, address and the telephone number of a responsible representative of the building management who may be reached in the event of complaints or emergency situations. 1203.3 The notice shall also contain information regarding the manner in which the representative or alternate may be reached after normal working hours and on Sundays and holidays.
Under D.C. Mun. Regs. tit. 14 et seq. § 14-1203, apartment building licensees in the District of Columbia are required to display a framed notice—covered by clear glass or plastic—in a conspicuous location within the building. That notice must identify a responsible management representative by name, address, and phone number, and must explain how that representative (or an alternate) can be reached outside normal business hours, including Sundays and holidays. The rule ensures residents always have a visible, accessible point of contact for complaints or emergencies.
Plain English — not legal advice.
Compliant operators under D.C. Mun. Regs. tit. 14 et seq. § 14-1203 typically mount a framed notice—protected by clear glass or plastic—in a prominent common area such as a lobby or mail room. The notice includes the name, address, and direct phone number of a responsible management representative, along with clear instructions for reaching that person or a designated alternate after hours, on Sundays, and on holidays. Keeping this information current and the posting in good condition are the hallmarks of ongoing compliance with this provision.

D.C. Mun. Regs. tit. 14 et seq. § 14-1203 gives residents the right to expect a clearly posted, framed management-contact notice in their apartment building, including after-hours contact information for emergencies and complaints. If no such notice is visible, or if the contact details are missing or outdated, that may constitute a violation of the building's license obligations. Tenants who believe this requirement is not being met can consider reporting the issue to the District's housing inspection authorities or reaching out to a local tenant-rights organization for guidance on available options.
